Many "minimum-prize-guaranteed"-wheels (e.g. 3if6) are "split wheels", meaning one part is a 3if3 and the other part a 3if4.
To see what's so bad about them (IMO), I have displayed an excellent example on my free lotto system guide. You will clearly see the "illuson".

I don't know if that's what you want, but if that's what you wanna construct, then that's the way to do it.
